Responsibilities:

  • Develop a project portfolio in the areas of operation of Frankfurt School in Turkey, Central Asia and the Caucasia region 
  • Continuous observation of the market, especially of competitors, donor organisations, international networks etc.
  • Lead the acquisition of complex new EU and other donor-funded projects: compiling Letter of Interest, leading the development of technical and financial offers for donor tenders; 
  • Technical design and supervision of international and local consulting and training projects
  • Develop and maintain a detailed expert pool database for different fields of operation and donors
  • Search for eligible experts for needed key & non-key expert profiles in new and/or existing projects, collect CVs with supporting documents 
  • Within the tender processes, conduct negotiations with the experts based on the budget scale
  • For shortlisted projects, manage the relationships with the consortium members, prepare pre-bid agreements and consortium agreements, make negotiations
  • For shortlisted projects, coordinate the technical team and Project Management team for the development of technical parts, logframes.
  • Proper and smooth submission of the Expression of Interest and technical & financial proposals 
  • Support development of new consulting and training concepts and products respectively support of product design
  • Conducting country analysis, sector analysis under the guidance of experts.
  • Identify the training & mentoring needs of the Business Development Unit members and report to the Regional Director 
  • Preparation of tender process manuals/ guidelines
  • Communicate and maintain trust relationships with shareholders, business partners and authorities
  • Coordinate introduction & marketing meetings with potential consortium members, donors, clients

Qualifications:

  • University degree (preferably from Business Administration / Finance / Banking / Economics or alike departments)
  • Excellent command of written and spoken English is required. The interviews will be conducted in English
  • At least 7 years of proven professional experience in project consultancy (EU projects in particular) as tender coordinator/manager, business development coordinator/manager or similar positions
  • Well-versed in finance and banking terminology; specifically in development, implementation and competitiveness of EU project cycles
  • Highly experienced in writing project proposals and framework contracts, tendering systems and funding databases for technical assistance projects funded by international and national donor organizations, governmental and non-governmental authorities and consortiums

Overall objective:

To support Government efforts in the diversification and recovery of the economy from the COVID-19 Pandemic while promoting the balanced and inclusive growth of economically sound regions.

Purpose:

To enhance the competitiveness and value-added of the fruit and vegetable sector of the Lankaran economic region also addressing the negative economic consequences of the COVID-19 Pandemic by:

  • improving the system for territorial development planning so that it considers and reflects climate change concerns in natural resource management and introduces regional profiling to the economic region;

Key experts

Key experts have a crucial role in implementing the contract. These terms of reference contain the required key experts' profiles. The tenderer shall submit CVs and statements of exclusivity and availability for the key experts. An indicative total workday budget allocated to the three key experts is 2,020 workdays. The contractor shall indicate in its offer how these working days budget will be distributed.


Key expert 1: Team Leader - Regional development planning expert - NEAR/BAK/2020/EA-RP/0072

The KE1 will be in charge for overall management of the project in terms of priorities, content, policy dialogue, overall coherence of approach, liaising with all stakeholders and local offices of other donors, ensuring adequacy of activities towards attaining objectives and purposes of the project and delivering timely and quality outputs. He/she will also be managing the selection of non-key experts and support staff and supervising all expertise and coordinating reporting activities. He/she will closely coordinate the work with the EU Delegation.

Qualifications and skills

  • At least a university degree relevant to this tender or 3 years professional experience in regional and/or territorial development above the required general professional experience;
  • Excellent spoken and written English (at least level 2 on a scale of 1 [excellent] to 5 [basic]);

We have been shortlisted for the tender EuropeAid/140070 Technical Assistance for “From Design to Production: Digital Transformation of Apparel Sector in Turkey” Project, funded by the European Commission.

Overall Objective of the Project:

The overall objective of the project of which this contract will be a part is to achieve the integration of the textile and apparel sector of Turkey into global value chains by increasing the competitiveness of the textile and apparel enterprises and intermediary institutions.

We have been shortlisted within the Consortium with European Profiles, Agrotec SpA, International Development Ireland and Vakakis and Associates Rural Development consultants for the tender EuropeAid/140587/DH/SER/UZ "EU assistance for Uzbekistan Agri-Food Development Strategy 2020-2030", funded by the European Commission. The overall objective of the Sector Reform Performance Contract of which this contract will be a part is: to contribute to the achievement of the 2030 Vision of the Agri-Food Sector, which aims to develop a competitive, market and export-oriented Uzbekistan Agri-food Sector that will increase farm incomes, create new jobs, enhance food security and ensure the sustainable use of natural resources (in line with the Uzbekistan Agri-Food Development Strategy 2020-2030 and its Roadmap).
