Shield Secretariat Transition”, invites you to submit a technical and financial proposal for
the delivery of services as described in the attached Terms of Reference (ToR) below.

2. TERMS OF REFERENCE (TOR)
2.1 Background
Launched at COP27 by the Vulnerable Twenty (V20) Group and the Group of Seven (G7),
the Global Shield against Climate Risks (GS) aims to increase protection for vulnerable
people and countries and contribute to effectively responding to loss and damage from
climate change. The Global Shield promotes an inclusive, gender-responsive and
demand-driven process, which is led by the vulnerable countries’ governments
(https://www.globalshield.org/).
Within the initiative the Global Shield Secretariat serves all Global Shield Governance
bodies. It facilitates knowledge management and tracks progress in achieving
the objectives of the Global Shield against Climate Risks. It also enhances its visibility.
The Global Shield Board has mandated Frankfurt School of Finance & Management (FS)
to host the Global Shield Secretariat (GS Sec) from January 1, 2026, onwards.
In this context, the FS requires professional editing and translation services for the Global
Shield Secreteriat to ensure that its documents are clear, accurate, consistent, and
appropriate for diverse audiences. These documents may include reports, strategic and
technical papers, policy briefs, communication materials, and other official publications
produced in support of the Global Shield’s objectives and activities. The working
languages of the Global Shield Secretariat are English, French, and Spanish.
2.2 Objectives
The objective of this assignment is to provide high-quality editing and translation services that enhance the clarity, coherence, accuracy, and linguistic quality of documents while preserving their original meaning, intent, and tone. The assignment aims to ensure that Global Shield Secretariat publications are professionally edited and accurately translated across English, French, and Spanish in order to be accessible to a wide range of stakeholders.
2.3 Scope of Work / Deliverables
Under this assignment, the consultant or service provider will edit documents in English, French, and Spanish to correct grammar, spelling, punctuation, and syntax and to improve sentence structure, clarity, flow, and overall readability. The consultant or service provider will ensure consistency in terminology, style, and formatting and adapt the language to suit the intended audience and purpose of each document, while complying with any editorial or organisational guidelines provided.
The consultant or service provider will also translate documents between English, French, and Spanish as required by the Global Shield Secretariat. All translations must be accurate, contextually appropriate, culturally sensitive, and technically sound, while maintaining consistency in terminology and preserving the tone and intent of the original text. The consultant or service provider will proofread all translated documents to ensure a high standard of quality and accuracy.
The deliverables will include edited and translated versions of assigned documents in editable electronic format, as well as final versions incorporating feedback and revisions as requested. All deliverables must be submitted within agreed timelines.
The consultant or service provider is required to provide an estimated timeframe for completing the following sample tasks:
Translation of a 50-page report into French and Spanish report (highlighting any differences in duration depending on whether the document has to be translated into English, Spanish, or French).
Proofreading of a 50-page report (highlighting any differences in duration depending on whether the document is in English, Spanish, or French).
Proofreading of a 20 slide powerpoint presentation (highlighting any differences in duration depending on whether the document is in English, Spanish, or French).
Proofreading of conference materials, such as agenda, participation lists, etc (highlighting any differences in duration depending on whether the document is in English, Spanish, or French).
Proofreading of website content, Newsletters or social media contributions (highlighting any differences in duration depending on whether the document is in English, Spanish, or French).
For each deliverable, the specific timelines will be agreed with the Project Manager prior to commencing work.
2.4 Duration & Location
Duration: 15 March 2026 until 31 March 2027
Location: remote
2.5 Reporting & Supervision
Reports to: Global Shield Communication Advisor
Submission format for deliverables: to be agreed upon for each deliverable
2.6 Eligibility Criteria
Minimum mandatory criteria to submit a bid:
Demonstrated experience in professional editing and translation.
Excellent command of English, French, and Spanish.
Proven experience in editing and translating technical, policy, academic, or development-related documents in at least two of the three working languages.
Strong attention to detail and a high level of linguistic accuracy.
Ability to deliver high-quality work within agreed deadlines.
Responsiveness to feedback and ability to incorporate revisions in a timely manner.

3. Curriculum Vitae (CV)
The applicant needs to provide the CV(s) of the experts foreseen to provide the services. The CV must cover:
Full name and contact details
Education and professional qualifications
Detailed employment history (company/role/dates)
Relevant assignments and outputs (with client references: name, email addresses or phone number)
Language skills and availability
At least two professional references (name, position, contact)
(CVs shall be submitted using the format as in Annex 2)
4. Proposal Requirements
4.1 Technical Proposal
The technical proposal should contain:
Understanding of the assignment & approach/methodology
Deliverable descriptions and quality assurance approach
Estimated timeframe for completing sample tasks (as outlined in section 2.3)
Team composition and CVs of team members
Organisational profile
Copy of business registration and permits
Implementation risks and mitigation measures
Use Financial Proposal Template as in Annex 4
4.2 Financial Proposal
Must include:
Itemised cost breakdown (unit price, quantity, unit description)
Subtotals per cost category (labour, materials, travel, other)
VAT shown separately (if applicable)
Currency: EUR
Offer validity: Minimum 30 calendar days
Use Financial Proposal Template as in Annex 3
4.3 Submission Instructions
