Frankfurt School of Finance & Management gGmbH, implementing the project “Global Shield Secretariat”, invites you to submit a proposal for the delivery of services as described in the Terms of Reference (ToR) below.

2. TERMS OF REFERENCE (TOR)
2.1 Background
Launched at COP27 by the Vulnerable Twenty (V20) Group and the Group of Seven (G7), the Global Shield against Climate Risks (GS) aims to increase protection for vulnerable people and countries and contribute to effectively responding to loss and damage from climate change. The Global Shield promotes an inclusive, gender-responsive and demand-driven process, which is led by the vulnerable countries’ governments.
The Global Shield In-Country Process (ICP) in The Gambia supports the Government to strengthen financial protection against climate-related shocks such as floods, droughts, and coastal erosion. The process is led by the Ministry of Finance and Economic Affairs (MoFEA) and the Ministry of Environment, Climate Change and Natural Resources (MECCNAR), with technical support from the National Disaster Management Agency (NDMA) and the National Social Protection Secretariat (NSPS). National consultations and technical assessments identified major gaps in disaster risk finance and insurance, including low insurance coverage, weak market infrastructure, and limited access for vulnerable communities.
The Global Shield Secretariat has been hosted at Frankfurt School of Finance & Management (FS) since January 1, 2026.
FS is therefore seeking a senior trainer to support the Global Shield’s response to the approved Request for Support, with a focus on initial implementation phase. This assignment will contribute to operationalizing priority actions, strengthening coordination, advancing inclusive insurance initiatives, and supporting institutional arrangements required for effective rollout.
2.2 Objectives
To provide training, technical, coordination, and analytical support to the GS Sec and the Government of The Gambia in the initial implementation phase of the support package. The assignment aims to strengthen national capacities and systems for CDRFI by supporting stakeholder engagement, developing key strategic documents, advancing the institutionalization of the Inclusive Insurance Subgroup, and contributing to policy and programme development.
2.3 Scope of Work / Deliverables
For the contracting period from the 15.02.2026 to 30.06.2026, the contractor will submit a timeline with milestones to be achieved by certain dates during the contract term. Any delays, or inability to fulfil such milestones must be communicate immediately to the FS.

2.4 Duration & Location
Duration: 15.02.2026 to 30.06.2026, up to 45 working days
Location: The Gambia / remote work
2.5 Reporting & Supervision

- Progress reporting frequency: on milestone delivery
2.6 Eligibility Criteria
Minimum mandatory criteria to submit a bid:
- A minimum of seven years of relevant professional experience in the development, finance, and climate change related fields, of which at least 3 years in projects in The Gambia.
- Prior experience with assignments related to the Global Shield In-Country Process is a distinct advantage.
- Demonstrated experience working with government officials and multi-stakeholder partnerships is required. A strong understanding of The Gambia’s CDRFI ecosystem is an added advantage, along with experience in financial inclusion and proficiency in local languages in addition to English.

The applicant needs to provide the CV(s) of the experts forseen to provide the services. The CV must cover:

The fee indication must show VAT separately (if applicable) and must be in EUR. Offer validity: Minimum 30 calendar days.
