Frankfurt School of Finance & Management gGmbH, implementing the project “Global 
Shield Secretariat”, invites you to submit a proposal for the delivery of services as described in the Terms of Reference (ToR) below.

2. TERMS OF REFERENCE (TOR)

2.1 Background

Launched at COP27 by the Vulnerable Twenty (V20) Group and the Group of Seven (G7), the Global Shield against Climate Risks (GS) aims to increase protection for vulnerable people and countries and contribute to effectively responding to loss and damage from climate change. The Global Shield promotes an inclusive, gender-responsive and demand-driven process, which is led by the vulnerable countries’ governments (https://www.globalshield.org/).  

Within the initiative the Global Shield Secretariat serves all Global Shield Governance bodies. It facilitates knowledge management and tracks progress in achieving the objectives of the Global Shield against Climate Risks. It also enhances its visibility.   

The Global Shield Secretariat has been hosted at Frankfurt School of Finance & Management (FS) since January 1, 2026.

FS is therefore looking for a consultant to take on the role of support structure in Peru, to support the Ministry of Environment (“lead Ministry”) with the facilitation and delivery of main in-country process (ICP) outputs (ie. request for support) in close coordination with the GS.

2.2 Objectives

The consultant will support the Ministry of Environment (“lead Ministry”) in Peru with the design, finalisation and submission of the Request for Support to the Global Shield, and the internal coordination / preparatory steps required prior to the start of implementation of the Global Shield Support Package, in close coordination with the GS Sec.

1. Support with preparation of request for support (up to 20 days)

a. Engage/convene key stakeholders to facilitate content creation, including consultations for the prioritisation of gaps,

b. Prepare Spanish draft version of the RfS using the template provided (*for review by TAG translation to English will be required)

c. Coordinate and co-facilitate meetings with lead ministry and government focal point as needed for drafting and approval of draft

d. Coordinate with GS Secretariat

e. Prepare final version of RfS (Spanish) considering TAG comments and guided by lead ministry / government focal point

f. Prepare a PPT on final RfS

g. Optional / Ad-hoc support to MINAM, as needed

2. Support lead ministry and government focal point during Support Package (SPack) tailoring phase (up to 12 days)

a. Coordinate with GS Secretariat and help setting up meetings for presentation on RfS and consultation on Spack

b. Take notes and accompany meetings, and clarify in case of questions on RfS

c. Support the lead ministry and government focal point with the compilation, review and discussion of support package proposal iterations

d. If requested by lead ministry: support lead ministry with the development of a framework for the monitoring the implementation of the support package / components

e. If requested by lead ministry: support lead ministry with steps and processes required in preparation of implementation, e.g. registration of TA/FA at respective ministries, prepare formal letters and communications, etc.

f. If requested by lead ministry: support with creating alignment between GS support package and other pipelines and proposals that Peru may be working on, i.e. FRLD, GCF

g. Ad-hoc support to MINAM, as needed

2.3 Scope of Work / Deliverables

For the contracting period from the 1 February 2026 to 30 June 2026, the contractor will submit a timeline with milestones to be achieved by certain dates during the contract term. Any delays, or inability to fulfil such milestones must be communicate immediately to the FS.

2.4 Duration & Location

2.5 Reporting & Supervision

  •  Reports to: Team Lead / Lead Advisor for Perú ICP

  • Progress reporting frequency: weekly / on milestone delivery

  • Submission format for deliverables: PDF

2.6 Eligibility Criteria

Minimum mandatory criteria to submit a bid:

  • Evidence of similar assignments;

  • 10 years of relevant experience in the public or private sector;

  • 8 years of experience in the drafting of strategies/ roadmaps and the facilitation of multistakeholder processes, and experience in at least one of the following areas: climate change adaptation, loss and damage, disaster risk management or climate finance;

  • 10 years of regional experience / knowledge of the country.

3. Curriculum Vitae (CV)

The applicant needs to provide the CV(s) of the experts forseen to provide the services. The CV must cover:
•    Full name and contact details
•    Education and professional qualifications
•    Detailed employment history (company/role/dates)
•    Relevant assignments and outputs (with client references: name, email addresses or phone number)
•    Language skills and availability
•    At least two professional references (name, position, contact)

(CVs shall be submitted using the format as in Annex 2)

4. Proposal Requirements

4.1 Technical Proposal and Financial Proposal

Please complete Annex 3. 

The fee indication must show VAT separately (if applicable) and must be in EUR. Offer validity: Minimum 30 calendar days.

4.3 Evaluation Criteria & Weighting

All proposals will be evaluated using the following weighted criteria: 

  • Technical quality (experience & capacity of the expert) 70% 

  • Financial offer (cost competitiveness) 30%
