Frankfurt School of Finance & Management and International Stock Exchange of Moldova (BIMx) have signed a Memorandum of Understanding to establish a strategic framework for cooperation in market development, professional education and capacity building. The partnership aims to strengthen Moldova’s capital-market ecosystem and enhance its credibility, transparency and international attractiveness. The agreement comes as Moldova, an EU candidate country that opened accession negotiations in 2024, is at the initial stage of development, as the market has yet to see its first initial public offering.

“Strong and trusted capital markets are built not only on sound institutions and regulation, but also on knowledge, skills and professional expertise. Through our partnership with BIMx, we want to contribute to building sustainable local capabilities and support Moldova’s capital market participants in their further integration with European and international standards. We are very pleased to bring Frankfurt School’s academic and practical expertise into this important long-term cooperation,” said Fatma Dirkes, Vice President and Head of Executive & Professional Education at Frankfurt School.

“We are proud to have Frankfurt School of Finance & Management as a strategic partner as Moldova builds its capital market. For BIMx, investing in professional knowledge is inseparable from our vision of becoming a key pillar of Moldova's financial market infrastructure, closely connected with European capital markets. By strengthening the expertise of those working across the capital-market ecosystem, we are laying the foundations for a mature and trusted market that supports Moldova's sustainable economic growth on its path towards the European Union,” said Veronica Arpintin, BIMx CEO.

The cooperation will focus on developing professional capabilities among BIMx staff, board members and shareholders, as well as issuers, intermediaries, investors and other stakeholders active in Moldova’s capital market. Frankfurt School and BIMx intend to jointly develop training and capacity-building initiatives tailored to the needs of market participants and supporting the long-term development of the financial ecosystem.

Key areas of cooperation include corporate governance, financial reporting, capital market readiness, compliance and market conduct, investor protection, and sustainable finance. Particular attention will also be given to strengthening market practices in line with European and international standards and supporting the progressive alignment of Moldova’s capital market with the EU regulatory framework.

The partnership is designed to facilitate long-term knowledge transfer and build sustainable local expertise. Frankfurt School will contribute its academic and practical expertise, its European network and the experience of its faculty, research centres and international practitioners. BIMx, in turn, provides access to Moldova’s capital-market ecosystem and its market participants, enabling the cooperation to address the specific requirements of an evolving market.

The Memorandum of Understanding was signed on 9 September 2026 by Fatma Dirkes, Vice President and Head of Executive & Professional Education at Frankfurt School, and by Veronica Arpintin, Chief Executive Officer, and Andrian Iastremschi, Deputy Chief Executive Officer, of the International Stock Exchange of Moldova (BIMx). The agreement marks an important step towards a structured, long-term partnership supporting the further development and international integration of Moldova’s capital market.
