The Frankfurt School of Finance & Management gGmbH, responsible for implementing the ‘Global Shield Secretariat Transition’ project, invites you to submit a proposal for the service described in the attached Terms of Reference (ToR).

2. TERMS OF REFERENCE (TOR)

2.1 Background

Launched at COP27 by the Vulnerable Twenty (V20) Group and the Group of Seven (G7), the Global Shield against Climate Risks (GS) aims to increase protection for vulnerable people and countries and contribute to effectively responding to loss and damage from climate change. The Global Shield promotes an inclusive, gender-responsive and demand-driven process, which is led by the vulnerable countries’ governments (https://www.globalshield.org/).  
Within the initiative the Global Shield Secretariat serves all Global Shield Governance bodies. It facilitates knowledge management and tracks progress in achieving the objectives of the Global Shield against Climate Risks. It also enhances its visibility.  

The Global Shield Board has mandated Frankfurt School of Finance & Management (FS) to host the Global Shield Secretariat (GS Sec) from January 1, 2026, onwards.

FS is therefore looking for Pacific Region Advisor at the GS Sec to start in September 2026, with a contract duration until end 2027.  

2.2 Objectives

In your role as advisor you will be mainly responsible for supporting the management of the Global Shield’s In-Country Process (ICP) across the Pacific region.

2.3 Scope of Work / Deliverables
  Your tasks:
a)    Pacific Regional Lead – Global Shield In-Country Process in Fiji and the Republic of the Marshall Islands (RMI)

  • Lead the tailoring of the Global Shield support packages for Fiji and RMI, consolidating inputs from implementing partners and GS Financing Vehicles into coherent, government-facing packages;
  • Coordinate the implementation of the agreed support packages, including with the GS Financing Vehicles and Coordination Hub partners, and track delivery against agreed interventions;
  • Facilitate needs-based support and ongoing advice to the focal points in GS countries leading the In-Country Process, including a potential GS Support Structure;
  • Support the organisation of workshops, meetings and peer exchange between GS countries as part of the GS Secretariat’s capability development offer

b)    Gender, Equity and Social Inclusion (GESI) – Co-Lead

  • Develop gender action points for seven Global Shield countries, drawing on the review of Requests for Support and available country gender analyses;
  •  Support the development of the GESI module and associated capacity-building materials;
  • Support the operationalisation of the Global Shield GESI strategy across the In-Country Process;
  • Organise one webinar on gender and CDRFI for GS countries and partners;
  • Coordinate with implementing partners and donors to expand the Global Shield’s GESI work.

c)    SIDS thought leadership

Contribute Small Island Developing States (SIDS) focused CDRFI thought leadership to the design of the approach and to related knowledge products.

d)    Synthesis of Requests for Support (RfS)

  • Support the development of the RfS synthesis paper;
  • Coordinate with the contracted consultant on scope, timelines and deliverables;
  • Provide quality assurance and review of drafts prior to finalisation.

e)    Pre-COP and External Representation

  • Support the organisation, coordination and session planning of Global Shield engagement at Pre-COP;
  • Represent the Global Shield Secretariat at Pre-COP and related events;
  • Preparation of statements, factsheets, talking points, policy notes and presentations as required.

f)    Coordination Hub Reform and Asia-Pacific Focal Point

  • Support the Coordination Hub Lead in the development and implementation of the new Coordination Hub concept;
  • Act as the Asia-Pacific focal point for the GS Coordination Hub; support the organisation of Asia Pacific regional breifings;
  • Support the design and analysis of the Coordination Hub member survey.

2.4 Duration & Location

•    Duration: 01.09.2026 - 31.12.2027; full-time
•    Location: regional presence

2.5 Reporting & Supervision

•    Reports to: Global Shield Secretariat Deputy Director
•    Progress reporting frequency: weekly

2.6 Eligibility Criteria

Your profile:
Education
•    BSc, MSc, MBA or PhD in a relevant academic discipline, such as economics, social sciences, environmental sciences, geography, or another relevant field.

Experience

  • Three to five years of professional work experience in consulting and/or project management, preferably in the CDRFI context;
  • Experience in multi- or bilateral institutions, or, development organisations or the private sector, specifically in the areas of international climate policy, climate and disaster risk finance and insurance, climate adaptation, or natural disaster management;
  • Proven experience in drafting, reviewing and consolidating policy notes, technical frameworks, and other knowledge products to inform and guide impactful implementation;
  • Work experience in a non-OECD country as well as in a multicultural work environment is desired;
  • Exposure to or experience with Gender Equality and Social Inclusion and CDRFI is considered a strong asset;
  • Previous experience with and exposure to the Global Shield would be an advantage;
  • Well-connected in the global community of climate risk management and insurance actors will be an advantage, particularly across the Pacific region;
  • Experience working with Pacific Countries is a plus. 
    Competencies, Skills & Languages
  • Understanding of critical issues in sustainable development, international climate change policy, and climate finance frameworks;
  • Proficiency in Microsoft Office programs (especially Word, Excel, and PowerPoint);
  • Strong organisational skills, including the ability to identify clear objectives, prioritise effectively, and use time efficiently;
  • Excellent interpersonal, oral and written communication skills;
  • Ability to work under pressure and meet tight deadlines;
  • Excellent proficiency in English;
  • Other desirable skills: excellent networking and communication skills; initiative, strong conceptual abilities; sound judgment; resilience; excellent team player with strong interpersonal skills and the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; excellent team spirit.

3. Curriculum Vitae (CV)

The applicant needs to provide the CV of the expert foreseen to provide the services. The CV must cover:

  • Full name and contact details

  • Education and professional qualifications

  • Detailed employment history (company/role/dates)

  • Relevant assignments and outputs (with client references: name, email addresses or phone number)

  • Language skills and availability

  • At least two professional references (name, position, contact)

(CVs shall be submitted using the format as in Annex 2)

4. Proposal Requirements

4.1 Technical and Financial Proposal

The fee indication must show VAT separately (if applicable) and must be in EUR. Offer validity: Minimum 30 calendar days.

4.3    Evaluation Criteria and Weighting 
Submissions will be evaluated in consideration of the following evaluation criteria:

Evaluation Criteria – total of 70 points.

All proposals will be evaluated using the following weighted criteria:

In order to qualify for further consideration, the consultant must accomplish a minimum score of 70 percent in the technical offer (49 points). The financial offer will account for a maximum of 30 points.  The financial score = (lowest financial score amongst the tenderers / financial score of the tender being considered) x 30.
