About FCCR

The Frankfurt Competence Centre for German and Global Regulation (FCCR) is an interdisciplinary research centre at Frankfurt School.

Our aim: to understand, shape and improve regulation – across industries and disciplines.

Our work focuses on four main themes:

  1. Addressing emerging risks
  2. Promoting innovation
  3. Strengthening competitiveness
  4. Targeted, effective regulation

We bring together perspectives from law, economics, policy, ethics and technology. In doing so, we take international regulatory approaches into account and foster dialogue between academia, business and policymakers.

Research Network on the Municipal Flexibilisation Act

The FCCR has signed a ‘Declaration of Intent to Establish a Research Network on the Hessian Municipal Flexibilisation Act’ together with the Hessian Ministry of the Interior and the German University of Administrative Sciences Speyer. Passed by the Hessian State Parliament in February, the Act grants Hessian municipalities extensive rights to deviate from state law provisions.

The research network’s key areas:

  • Supporting the Pilot Municipalities
The Hessian pilot municipalities receive academic support based on comparative legal research.
  • Criteria for Greater Efficiency
The network develops criteria for assessing the efficiency of the newly developed procedures.
  • Experimentation Clauses and Regulatory Sandboxes
Led by Professor Dr Thomas Weck, the FCCR will also examine the interaction with experimentation clauses and regulatory sandboxes under federal and European law – topics the FCCR has been working on for some time.

The accompanying research is expressly provided for in the Municipal Flexibilisation Act and is initially limited to the period until September 2030.
